Dear Governor Napolitano: On February 9, 2007, over 120 community leaders and scientists participated in a Buffelgrass Summit held at the J.W. Marriott Starr Pass Resort in Tucson buffelgrass ; . The purpose of the summit was to highlight the need for urgent and concerted action to respond to the growing threat posed by the spread of buffelgrass Pennisetum ciliare ; , arguably the most problematic invasive species in the southern half of our state. The summit was sponsored by Pima County, the University of Arizona, Pima Association of Governments, the U.S. Geological Survey USGS ; , the City of Tucson and the Arizona-Sonora Desert Museum. As you know, buffelgrass is a fire-prone African perennial grass that is spreading rapidly across the desert landscapes of southern and central Arizona. This plant is expanding into new areas and intensifying its presence - both the expansion and the costs of control are doubling every year resulting in the need for immediate action. If adequate control measures are not taken in the near term, buffelgrass will become dominant throughout much of the Sonoran Desert eventually replacing native cactus with an unsightly grassland, with dormant plants most of the year that are prone to fire. The Buffelgrass Summit provided an opportunity for agency representatives and community leaders to start preparing a comprehensive plan to combat this invasive plant. Effective control requires prioritization, public support, careful planning, and timely execution of control and eradication efforts. One outcome of the Buffelgrass Summit was the development of a comprehensive action plan and the initiation of region-wide coordination efforts.

He's just a little bit crazy, and in this kind of war, they always count on being able to out-crazy us, and I'm glad we got some guy on our bench that our quarterback who's just a little bit crazy, not totally, but you never know what that guy's going to do, and I say that's my guy." Friedman kept writing along those lines. "There is a lot about the Bush team's foreign policy I don't like, " he wrote in mid-February 2002, "but their willingness to restore our deterrence, and to be as crazy as some of our enemies, is one thing they have right." Last week, when Friedman's column appeared in the New York Times on July 22, it mostly concentrated on denouncing Muslim "hate spreaders." And the piece ended by declaring: "Words matter." If words truly matter, then maybe it's consequential that some of Thomas Friedman's words including his flippant and zealous endorsements of mass killing have the odor of sadistic cruelty. And Norman Solomon who wrote the above article is very sorry to say, I'm sure, Kissinger is of Jewish origin the only reason Solomon doesn't say it is that everybody knows it whereas the sound of Negreponte is more Italian, so I do have to say it. Additions to PDEQ Air Monitoring Program Mr. Byrd, PDEQ, updated the committee on new PDEQ air monitoring activities in the region: In cooperation with the Sunnyside School District SSD ; and Brush Ceramics, PDEQ will oversee the operation of six beryllium filter monitors at various sites in the school district. SSD personnel will operate the monitors and PDEQ will send the filter samples to the Pima County Wastewater lab for analysis. When fully operational, one monitor will be functioning each day. Approximately eighty elements will be scanned but only beryllium will undergo quality analysis. The program is scheduled to run for five years. Particulate Matter PM10 and PM2.5 ; monitoring in Green Valley - ADEQ will establish a particulate monitoring site in Green Valley, but they have not yet determined a site. 8. When is surgery indicated for IBD? For ulcerative colitis, there are two main indications for surgery: 1. Lack of response or intolerance to medications, and 2. Precancerous or cancerous changes in the colon. Patients with ulcerative colitis have a higher risk of developing colon cancer so careful monitoring of the colon by colonoscopy is recommended in those who have had the disease for many years. As previously discussed, surgery allows for a cure in ulcerative colitis. However, removal of the colon used to mean that patients would have to have a permanent stoma wearing an external bag to drain stool ; . Currently, a procedure known as the pouch procedure can be done in most patients with ulcerative colitis and this prevents the need for a permanent stoma. In this type of surgery, the colon is removed, a reservoir is created out of the lower part of the small intestine the ileum ; , and the reservoir is connected to the anal region. For Crohn's disease, indications for surgery include lack of response or intolerance to medications and complications of Crohn's such as a fistula, an abscess, or a stricture. Up to 70% of patients with Crohn's disease require surgery at some point in the course of their disease. The risk of having Crohn's disease return after surgery is approximately 7085% within 10-15 years after surgery. Cataract and optic atrophy may develop in 29% and 22% of cases after surgery. Retinal detachment surgery in eyes with CMV retinitis is difficult because retinal breaks, in these eyes, are often multiple, posterior, and difficult to locate, through hazy vitreous, preoperatively as they are often present in areas of necrotic and atrophic retina. Posterior vitreous separation may also be incomplete and significant epiretinal membrane formation may be present. These features have made vitrectomy and silicone oil tamponade the treatment of choice for the majority of patients. Scleral buckling, alone, often fails to treat the detachment in these cases. Elimination of the scleral buckling procedure may reduce the time of surgery and also reduce possible morbidity associated with this procedure. The use of silicon oil in the retinal detachment repair in these patients is effective, safe and delays or prevents loss of vision. The use of silicone oil, rather than intraocular gas, as the retinal tamponade agents has the advantage that prolonged face down positioning is not required and visual rehabilitation is relatively rapid. Although the majority of patients recover macular vision in the first 1-2 months after vitrectomy, there is a gradual decline in acuity thereafter, sometimes without obvious cause. It may be reasonable to postpone surgery until the macula detaches and that patients whose fellow eye is free of retinitis with normal vision are unlikely to have their quality of life improved significantly by the surgery. The use of laser photocoagulation alone may result in an excellent visual outcome in some cases with peripheral localised detachments. Localised retinal detachments involving less than quarter of the retina with less than 50% of the retina affected by the CMV retinopathy with macula sparing may benefit from laser photocoagulation treatment.
